HELP - WEB Users management

Managing the PROPAY-WEB users can be done only by Administrator
- ADD a new PROPAY-WEB user
- CHANGE an existing PROPAY-WEB user data
- ADD or CHANGE the Department assignment to the PROPAY-WEB users
- Delete the PROPAY-WEB user
